Pastures, Plateaus and Winterlands in 2026 Principles of Use

In accordance with the provisions of the Pasture Law No. 4342 and the Pasture Regulation, all types of leasing transactions and the implementation of grazing plans in pastures, summer pastures and winter pastures are carried out by the Provincial Pasture Commission.

Since municipalities and village head offices do not have the authority to lease land, legal action will be taken if they do so. Accordingly, nomadic herders and herd owners who use and pass through pastures, summer pastures, and winter pastures in our province will act within the framework of the following principles during the 2026 Grazing Season. The leasing of pastures, summer pastures, and winter pastures that are determined to be in excess of needs will be carried out by the Provincial Pasture Commission in accordance with the principles specified below, pursuant to Articles 12 and 22 of the Pasture Law No. 4342 and Articles 7 and 13 of the Pasture Regulation, and will be made available to herd owners and nomads. Within the borders of Kayseri Province, herd owners who move their animals to any pasture, summer pasture, or winter pasture for the purpose of grazing will be required to present a document from the Provincial Pasture Commission stating that they have leased the pasture, summer pasture, or winter pasture they will be using. Necessary actions will be taken against those who do not have this document. The provisions of the lease agreement will be applied to those who graze their animals beyond the specified grazing season in pastures, summer pastures, and winter pastures. Grazing Season in our Province for 2026; The grazing season will begin on 15/04/2026 in pastures, 15/05/2026 in summer pastures, and 01/12/2026 in winter pastures, and will end on 30/09/2026 in pastures and summer pastures and 30/04/2027 in winter pastures. In Yahyalı district; the grazing season for the pastures located between Kavak Yaylası and Suçatı Mevkii will be from May 1 to September 30, the opening and closing dates for Alim Pınarı (2nd Yurt) Pastures will be from May 19 to September 30, and the opening and closing dates for the summer pastures in the region from Suçatı Mevkii to Aladağlar will be from June 19 to September 30. The opening and closing dates for Mezargediği and Alagöl will be from June 19 to September 30. The grazing season for the following pastures has been determined: Location (2nd Pasture) June 19-September 30, Arkaçya, Nohutluk, Horoz Location June 19-September 30, Tahtalı Location (1st Pasture) August 25-October 15. The Commission may bring these dates forward or extend them by 15-30 days if deemed necessary. Access to pastures, summer pastures and winter pastures will not be permitted before these dates, and staying in pastures, summer pastures and winter pastures will not be permitted after these dates. No more animals than the grazing capacity will be allowed in pastures, summer pastures and winter pastures during the grazing season. In settlements where Pasture Improvement and Management Projects are carried out by the Provincial Directorate of Agriculture and Forestry, grazing will be done according to the grazing plans prepared within the scope of the projects.


The principles regarding the use of pastures, summer pastures and winter pastures in our province by herd owners and nomads are as follows:
Pastures, summer pastures and winter pastures are leased to nomads by tender by the Provincial Pasture Commission, taking into account the grazing season. Priority in leasing is given to nomads registered in our province's population. After their demands are met, the demands of nomads registered in other provinces will be met. In order to prevent the spread of infectious and epidemic diseases that are present and likely to be seen in the world and in our country, herd owners and nomads coming from outside the province will make their transitions to the pastures, summer pastures and winter pastures in our province with motorized vehicles. For animal transport within the province, a "Transportation Declaration" is required, and herd owners will transport their herds by vehicle or on foot along the routes determined by the Provincial Animal Health Inspection Commission. Animal owners granted grazing permits will be issued a "Grazing Permit Certificate" by the Provincial Pasture Commission, and they will keep these certificates with them throughout the grazing season. Animal owners will not bring animals of a different type or quantity than those specified in the Grazing Permit Certificate issued by the Provincial Pasture Commission to the summer and winter pastures for which they have received grazing permits, and they will comply with the grazing plans determined by the commission. They will not transfer the grazing land they have obtained permission to others.

Excess pastures, summer pastures, and winter pastures that are not leased in time may be leased during the grazing season, after evaluating the requests. Leasing procedures will be carried out by the Provincial Directorate of Agriculture and Forestry in accordance with the principles specified in the Pasture Law No. 4342 and the Pasture Regulation, in line with the start and end times of grazing and wintering in the summer and winter pastures.


If any situation contrary to the lease agreement is detected, the agreement will be unilaterally canceled, and the collected rent will be recorded as revenue in the pasture income account, and the security deposit will be recorded as revenue in the name of the treasury.

Furthermore, the damages incurred will be collected, and the necessary eviction process will be carried out by the local authorities of the pasture area within 15 days at the latest, and the matter will be handed over to the Provincial Pasture Commission. In accordance with Article 26 of the Pasture Law, the grazing fee determined by the Provincial Pasture Commission in 2026 will be ₺502.00 for cattle and ₺50.20 for small ruminants. The revenue collected by the Municipalities or Pasture Management Associations for this purpose will be recorded as income in a separate account in the municipal budget for the improvement and development of the pasture, summer pasture and winter pasture areas of that place and will not be used for any purpose other than its intended purpose. Those who are found to be grazing animals without permission in the pastures, summer pastures and winter pastures in our province without having completed the lease process, and herd owners who are found to be grazing in places closed to leasing in 2025, will be subject to the provisions of Article 27 of the Pasture Law No. 4342, and the damage caused to the grazed areas will be collected from the herd owners at 3 times the grazing fee and in advance.


Breeders coming from neighboring provinces to our province's pastures, summer pastures, and winter pastures are required to carry their "Lease Documents and Animal Health Reports" and must not bring more animals to our province than the number stated in the lease agreement.

Herd owners must obtain a "Domestic Veterinary Health Report for Animal Transfers" from the Provincial/District Agricultural and Forestry Directorates they come from, in accordance with Law No. 5996, for the animals they will bring to our province, and for this, the animals must be tagged and vaccinated.

Herd owners must carry this report with them during transport, and transportation must be carried out using vehicles suitable for animal welfare. Legal action will be taken against those who do not have a health report, in accordance with Law No. 5996. On the roads and routes through which animal owners can enter our province, as well as in pastures, summer pastures and winter pastures, necessary inspections will be carried out to check whether the necessary documents for the transported or grazed animals are present. Those who transport or graze animals in violation of legal regulations will be subject to legal action in accordance with the provisions of Law No. 5996 and Pasture Law No. 4342. Those with incomplete documents or those who bring animals in numbers and types that do not comply with the lease agreement will not be allowed to enter pastures, summer pastures and winter pastures, and legal action will be taken against those who enter. In case of unauthorized grazing in leased summer pastures and winter pastures, tenants will be notified to the relevant institutions. It is mandatory to report such incidents; if those who fail to report and condone unauthorized grazing are identified, the tenant's contract will be terminated, and they will be barred from participating in auctions for 5 (five) years. The deposited security deposit will be recorded as revenue for the treasury, and the leased pasture or winter grazing area will be vacated within 15 days from the date of notification. During the grazing season, the Provincial Gendarmerie Command will conduct various patrols to ensure the safety of citizens' lives and property, and will carry out inspections and controls. Mayors and Village Heads are responsible for the protection of pastures and summer grazing areas and boundary markers, and for ensuring their best use according to their intended purpose. Furthermore, Mayors and Village Heads are responsible for assisting public officials in fulfilling the provisions foreseen in the improvement projects. Mayors and Village Heads are obligated to immediately report any encroachment on pastures and highlands to the Ministry's Provincial/District Directorate of Agriculture and Forestry, and the Provincial/District Directorate of Agriculture and Forestry is obligated to report this to the Governorship or District Governorship. These authorities will take the necessary actions in accordance with the provisions of Law No. 3091 on the Prevention of Infringements on the Possession of Immovable Property or Article 75 of Law No. 2886 on State Tenders. The construction of permanent structures on pastures, summer pastures, and winter pastures is prohibited, and the same provision applies to tenants. Herd owners and nomads who will benefit from pastures, summer pastures, and winter pastures will not destroy the pastures, summer pastures, and winter pastures they have rented by plowing, burning, or constructing unauthorized buildings and roads. Legal action will be taken against those who act contrary to this.


Bee lodging points will be determined to be at least 200 meters away from houses, roads, schools, hospitals, fields, irrigation areas, and drinking water canals.

Bee lodging will not be permitted on pastures except in areas determined by the District Directorate of Agriculture and Forestry and approved by the Provincial Pasture Commission, provided that the pasture ground is not damaged, no permanent structures are built (etc.), and the pasture crossing routes and the general condition of the pasture are evaluated.


If unauthorized beekeeping is detected, the provincial/district directorates will issue a written warning, and a 10-day period will be given for the bees to be removed from their current location to the designated accommodation point or to the registered business address. If the removal process is not carried out, the bee removal procedure will be implemented under the supervision of security units.


Those who do not comply with the orders explained above will be subject to legal action in accordance with the provisions of Law No. 5442 on Provincial Administration, Law No. 5237 on the Turkish Penal Code, and Law No. 5326 on Misdemeanors, without prejudice to the provisions of other laws. Necessary actions will be taken by the Governorship or District Governorships against village heads and other public officials who neglect or abuse their duties, in accordance with Law No. 4483.
